Web Broker Asks Regulators to Ease Medicare Enrollment Deadline

Fran Soistman, the CEO of eHealth, still hopes the Centers for Medicare and Medicaid Services will bend the usual Dec. 7 annual enrollment period deadline for consumers signing up for Medicare plans.

The Medicare plan annual enrollment period usually lasts from Oct. 15 through Dec. 7 every year.

This year, Medicare Advantage plan menus and Medicare Part D prescription drug plan menus are changing because of tougher Medicare subsidy rules and new drug plan benefits design rules.

Consumers need extra time to cope with the effects of the changes on plan menus, Soistman said in an email interview.

"As anticipated, this year’s Medicare annual enrollment period has been especially busy and, unfortunately, disruptive for beneficiaries," he said.

So far, he said, CMS officials have not seemed interested in extending the enrollment deadline or in creating a broad special enrollment period to help beneficiaries cope with the changes.

"In the meantime, we are also asking CMS for flexibility on the final day of annual enrollment, December 7, so that anyone on the phone waiting for help can get it," Soistman said.

"In the same way that voters in line at midnight are typically still allowed to vote, we believe any Medicare beneficiaries waiting on the phone for help at midnight on December 7 should still be able to receive the assistance they need," Soistman said.

EHealth is a web-based health insurance broker that's been helping many Medicare beneficiaries sign up for plans.

Soistman has been asking since August for CMS officials to do something about the turmoil he expected tougher the changes to cause.
