The New York State Department of Financial Services has hired Richard Weber to be its general counsel.
Weber previously was head of financial crime prevention for the Americas at UBS.
He also has been head of anti-financial crime for the Americas at Deutsche Bank.
Before Weber joined Deutsche Bank, he spent five years as chief of the criminal investigation division at the Internal Revenue Service. Those investigations led to the forfeiture of about $15 billion in criminal penalties.
Weber has a bachelor's degree in political science from the State University of New York at Stony Brook, and a law degee from Touro Law School.
Kevin Bishop, who has been the New York department's acting general counsel, will serve as the department's executive deputy general counsel.

Principal Financial Group Inc., Des Moines, Iowa, has hired Kathleen Kay to be chief information officer.
Kay previously was chief information officer for Pacific Gas & Electric Company. She also has worked as an information technology executive at General Motors, Comerica and SunTrust.
Kay succeeds Gary Scholten, who is retiring.
