Standard Insurance Names Individual Annuity Head: Personnel Moves

Manatt, Phelps & Phillips LLP has brought Troy Oechsner in as a partner in its office in Albany, New York. Oechsner previously was a deputy superintendent for health insurance at the New York State Department of Financial Services. He also has served as the acting executive deputy superintendent of the New York department's insurance division. (Related: Jackson Names Axel André CFO: Personnel Moves) While serving as acting executive deputy superintendent, Oechsner supervised the health, property, life and liquidation bureaus. He also represented the department at the National Association of Insurance Commissioners. Oechsner has a bachelor's degree in history from the State University of New York at Plattsburgh and a law degree from SUNY Buffalo. He got his start as a court attorney at the New York State Court of Appeals. He later worked for the state attorney general's office. He managed the appellate practice for New York state in the federal and state courts. He is a member of a Zydeco band, The MacGillicuddies. In other personnel moves news: Standard Insurance Company — a subsidiary of StanCorp Financial Group Inc. of Portland, Oregon — has promoted Christopher Beaulieu to vice president of individual annuities and fixed income. Beaulieu previously was assistant vice president of investments. He now will add responsibility for the individual product line, including the individual annuity sales, marketing, actuarial, operations and administrative teams. He has a bachelor's degree in finance and international business from Northeastern University. He holds the Certified Financial Analyst professional designation. HealthSavings Administrators has hired Britt Trumbower to be senior vice president of sales. Trumbower is moving to the Richmond, Virginia-based health savings account provider from HealthEquity Inc. Trumbower has a bachelor's degree in business administration from Bloomsburg University. He holds the Advanced Chartered Benefits Consultant professional designation and the HSAe designation. Great-West Lifeco Inc. has named Arshil Jamal president and group head, strategy, investments, reinsurance and corporate development. Jamal has been the Winnipeg-based company's president and chief operating officer for Europe and reinsurance. He will continue to hold those titles along with the new titles. Jamal has a bachelor's degree in actuarial science from the University of Toronto and a master's degree in business administration from the University of Western Ontario. He holds the Fellow of the Society of Actuaries and Fellow of the Canadian Institute of Actuaries professional designations. Cigna Corp. has named Dave Queller to be president of its Express Scripts pharmacy benefit manager unit. Queller previously was head of the Express Scripts sales and account management organization.
