Democratic presidential contenders met in Houston Thursday for what organizers have classified as the party's third presidential primary debate. The candidates' talk about health finance policy continued to revolve around Bernie Sanders' Medicare for All proposal, even when the candidates were going to great lengths to distinguish their proposals from his. (Related: Just 2 in First Democratic Presidential Debate Back Single-Payer Health Care) Joe Biden, for example, talked about working to set up a plan with a $1,000 cap on out-of-pocket payments. He said he that wants to restore everything that's been cut from the Affordable CAre Act (ACA) and add a public option. But he repeatedly contrasted his ACA fixer proposal with Sanders' Medicare for All proposal.
