Borislow Insurance has hired David Saltzman to be the director of marketing and business development.
The Methuen, Mass., firm will also have Saltzman support its Captivated Health unit, which provides health care financing programs for self-insured independent schools.
Saltzman has been president of a benefit plan administration firm, and he has been a manager at units of Humana Inc. (NYSE:HUM) and Medical Mutual of Ohio. He is a former president of the National Association of Health Underwriters (NAHU).
Since 2000, Saltzman has been the monthly benefits columnist for the National Underwriter Life & Health print magazine. He hosts the weekly ShiftShapers podcast series for National Underwriter Life's sister news organization, the LifeHealthPro.com website.

Leavitt Partners, a Salt Lake City health care intelligence firm, has hired Clay Alspach to be an analyst. Alspach, who will work in Washington, previously was the chief health counsel at the U.S. House Energy & Commerce health subcommittee. Alspach worked for the committee for seven years. He has a bachelor's degree from the University of Richmond and a law degree from the University of Texas.
The U.S. House Energy & Commerce Committee has hired Paul Eddatel to be the chief counsel for its Health Subcommittee, and it has promoted Josh Trent to deputy chief counsel. Eddatel previously worked for former House Speaker John Boehner. Eddatel succeeds Clay Alspach.
The Health Subcommittee also has a new Robert Wood Johnson Foundation fellow, Dr. Robert Mabry. Mabry is a lieutenant colonel in the Army who served in Mogadishu, Somalia, during the Blackhawk Down battle and has also served in Afghanistan.
