The Oregon Health Authority says it picked Deloitte Consulting L.L.C. to move the state over to federal Patient Protection and Affordable Care Act (PPACA) exchange enrollment systems. Oregon has been running Medicaid enrollment and PPACA exchange plan enrollment through the glitch-plagued Cover Oregon system.
Starting in November, Oregon officials want to be using the HealthCare.gov enrollment system that the U.S. Department of Health and Human Services (HHS) set up for the exchanges run by HHS.
Oregon asked 10 companies to submit bids and received three bids, officials said. The $18.4 million, fixed-price contract calls for Oregon to pay Deloitte only "upon state approval of deliverables," officials said.
Cover Oregon had tried to act as its own "system integrator," or overall project manager, when it set up its original enrollment system, and critics said some of the problems the exchange had were a result of that decision.
