There is a mechanism in the Patient Protection and Affordable Care Act to help balance the risk for insurers while the law gets up and running. The changes to PPACA announced last week has Sen. Mark Rubio, R-Texas, concerned that there won't be enough healthy people signing up on the health exchanges to offset the costs of the individuals who weren't able to afford or qualify for health insurance before PPACA. If the disparity becomes too great, will the government be on the hook to cover insurers' risk? The Obama administration says no.
