Madoff victim pool expanded

People who lost money not by investing with Bernie Madoff directly but through outside financial firms were ruled ineligible for compensation by liquidation trustee Irving Picard. However, those so-called "third party" investors can now submit claims with a separate fund controlled by a Department of Justice-appointed administrator.
