Connecticut exchange attracts young customers

HARTFORD, Conn. (AP) — Connecticut's Access Health CT public exchange had processed 1,426 applications by 4 p.m. Tuesday, and many of the applications came from young consumers.

The exchange released early enrollment figures yesterday.

Kevin Counihan, chief executive officer of the Patient Protection and Affordable Care Act (PPACA) exchange, called the numbers "a very good start."

"Obviously, we're all interested in making sure that the risk pool is as balanced as it can be," Counihan said at Lt. Gov. Nancy Wyman's Health Care Cabinet meeting in Hartford.

The state-based exchange opened Oct. 1.

The exchange had processed 1,157 applications by the end of the day on Sunday, and 29 percent came from consumers ages 18 to 34.

Forty-five percent of the applicants signed up for the middle-priced silver-tier plans, and 26 percent signed up for gold plans. Twenty-one percent signed up for bronze coverage. Four percent bought catastrophic plans, which are available only to younger enrollees

By Tuesday, the call center had answered 8,762 calls, and the exchange website had received 109,861 visitors.

Eugene Market, chief executive of East Hartford Community Healthcare Inc., praised the efforts of the exchange managers but said his health center and other health centers across the state have been unable to start enrolling uninsured clients because they haven't received the necessary certification.

Counihan acknowledged the exchange is "behind where we want to be" with registering the health centers. He said he has been assured the problem will be fixed by the end of the week.
