Study: Price shocks on health exchanges appear unlikely

The Society of Actuaries predicted an average 32 percent increase in premiums because of the Patient Protection and Affordable Care Act. The Rand Corp., however, found that three of 10 representative states would likely see a rise in premiums in the individual market, two states would see a decrease in premiums, and five states would see no change.
