The problem of DIY fecal transplants

Stool considered a drug? The Federal Drug Administration (FDA) considers anything that is used to "prevent, cure and treat" a disease to be a drug. And in the case of Clostridium difficile, an excruciatingly debilitating and deadly stomach disease, stool samples do just that. Fecal transplants help an ill person produce the healthy bacteria that the disease has rendered them devoid of. So, why is the FDA making it difficult for people to have the procedure done?
