How Oregon is getting frequent fliers out of the ER

What should a state do when they have chronically ill people showing up at the emergency room 10, 15 times a year? By them shoes, of course. Coordinated Care Organizations, a component of the Patient Protection and Affordable Care Act are looking for ways to ease the burden the poor-and-ill are putting on the system. It seems to be working in Oregon.
