Will the software that drives the health exchanges, the key component of the Patient Protection and Affordable Care Act, get up and running on time? While the Obama administration is spending a lot of energy and money trying to win the public relations war over the law, none of that will matter if the exchanges do not get off on the right (functioning) foot.
