Small business owners responded in a recent Gallup Poll that the Patient Protection and Affordable Care Act is giving them trouble when it comes to hiring workers. With the unemployment rate still rather high, 40 percent of small business owners reported that the law was causing them to freeze hiring and one-fifth say it caused them to let go of workers.
