U.S. interest rates, weak numbers from China, stumbling commodity prices have contributed to the MSCI Emerging Markets Index to hit its lowest level since September – down 9 percent. Central banks are starting to change their game and it's bonds that suffer, says Jim O'Neill, former chairman of Goldman Sachs Asset Management.
