In contemporary New York City two-in-five pregnancies end in abortion and the likelihood of an abortion is 60 percent among African Americans. As Andrew Cuomo's "Women's Equality Act" has a provision in it that would allow nondoctors to perform abortions in the state. With numbers that high, do we need to make abortion regulation looser?
