California exchange seeks head hunter

The California Health Benefit Exchange board has decided it needs help with hiring top executives for the state's new Covered California health insurance exchange program.

The board released the RFP today and wants to get proposals by June 21.

The board wants a search firm to help it find a marketing director; a health plan contracting director; a chief deputy of product development, sales and marketing; and a business intelligence director.

Covered California wants to fill the positions by Sept. 1, officials said.

"Covered California is keeping open the option of starting the recruitments all at once, or a staggered basis," officials said in the RFP. "Covered California reserves the right to retain the services of the organization resulting from this RFP to assist with other relative activities and related projects embarked upon by Covered California during the established contract period, or through a contract amendment."

A successful RFP bid must include a total contract amount for $200,000 or less, officials said.

The federal Patient Protection and Affordable Care Act (PPACA) requires the U.S. Department of Health and Human Services (HHS) and state agencies to set up exchanges, or Web-based health insurance supermarkets, for individuals and small groups in all 50 states and the District of Columbia by Oct. 1.

California officials have decided to set their own state-based exchange.

The exchange board began advertising for a director of product development and sales at least as far back as February, and it posted an invitation seeking applications from would-be marketing directors before May 20. The version of the marketing director opening announcement on the exchange website says applications are due June 21.

The deadline given in the current version of the health plan contracting director opening announcement is May 31.
