New York tobacco regulations light up public health debate

New York City, which already has the toughest tobacco laws in the country, is looking to even further snuff out the smoke. Some options being floated include making it illegal to purchase tobacco until you are 21; making it illegal to display tobacco products behind the counter; and making it illegal for tobacco companies to offer two-for-one deals. But will any of this work? Many have their doubts as most teens start smoking as an act of rebellion anyway.
