Utah appoints new insurance commissioner

Utah has named Todd Kiser, a retiring state legislator, as new insurance commissioner.

Kiser is retiring after five terms in the state House. Kiser is also president of the Kiser-Lord Insurance Agency of Salt Lake City, which was founded in 1985.

Gov. Gary Herbert made the appointment. He will succeed Neal Gooch, who is retiring in mid-January from the cabinet-level position.

Gooch has been commissioner since 2010. He served as deputy commissioner from 1997 to 2010.

"With his professional expertise and legislative experience, Todd will provide the right balance of technical understanding and policy insight," Herbert said in a statement.
