Just a few months ago, officials in the inspector general's office at the U.S. Department of Health and Human Services wondered how well most U.S. long-term care (LTC) providers would handle a natural disaster. Now officials at the New York State Health Department are alleging that Sandy put a nursing home in Queens to a test that the home could not pass.
