Leslie Elder seems to have been a great candidate for the Pre-Existing Condition Insurance Plan (PCIP) – a Patient Protection and Affordable Care Act (PPACA) program designed to provide standard-rate health coverage for people who are not healthy enough to get through a medical underwriting process. She spent years fighting cancer and trying to qualify for Medicaid and for disability insurance benefits. Her husband had even heard of PCIP, but he had no idea PCIP coverage was already available.
