A partial fix for California's pension mess

The Los Angeles Time is praising California Gov. Jerry Brown's efforts to address a shortfall in public employee retirement benefits programs. Brown has proposed  eliminating an increase in maximum pension benefits that was adopted 10 years ago, raising the retirement age for new employees, and giving local governments new ways to make workers cover more of the cost of their retirement benefits. Brown has not done anything about retiree health benefits, but his proposal appears "to be an important step in the right direction," the paper says.
