Assurant Inc. has promoted Richard Lauria to be senior vice president of chief corporate actuary. 

Lauria previously was a vice president and senior actuary at the company, according to Assurant, New York (NYSE:AIZ).

Lauria has a bachelor's degree in applied mathematics and statistics from the State University of New York at Stony Brook. He holds the Chartered Financial Analyst professional designation. He is a Fellow of the Society of Actuaries and a member of the American Academy of Actuaries.

In other personnel news:

Mutual of Omaha Insurance Company, Omaha, Neb., has hired Ken Cappelli and Tom Mirra to be retirement plan wholesalers for the company.

Cappelli will focus on New Jersey and Eastern Pennsylvania area.

Cappelli holds the Accredited Investment Fiduciary professional designation.

Mirra will focus on the New York area.

Mirra has a bachelor's degree in business administration from Iona College and a master's degree in investment management from Pace University. He holds the Certified Employee Benefits Specialist designation.

The Employee Benefits Group, Wellesley, Mass., a division of Sun Life Financial Inc., Toronto (NYSE:SLF), has named Mark Donaphon to be regional vice president of the group's North region.

Donaphon previously was manager of the Cincinnati and Cleveland offices and all sales territories in the greater Ohio region.

Donaphon graduated from the United States Military Academy at West Point, served as a Field Artillery Officer in the United States Army and has a master's degree from Villanova University.

Great-West Retirement Services, Greenwood Village, Colo., has promoted Brent Neese to vice president of government markets.

Neese has been a regional vice president for the eastern region.

Neese has a bachelor's degree in business administration from Jacksonville University.

Molina Healthcare, Inc., Long Beach Calif. (NYSE:MOL), has named Michael Steele to be senior vice president of dual eligible strategies.

Steele will promote and expand Molina's dual eligible care model. Dual eligibles are people qualified for both Medicaid and Medicare.

Steele is co-founder and chief executive officer of ElderHealth, now owned by HealthSpring Inc., Franklin, Tenn. (NYSE:HS).

SCAN Health Plan, Long Beach, Calif., has promoted Emily Arison to vice president of human resources.

Arison previously was director of human resources at Scan.

Arison has a bachelor's degree in sociology from the University of California and a master's degree in sociology from University of Nevada, Reno.

Ebix, Inc., Atlanta (Nasdaq:EBIX), has hired Steven Barlow to be vice president of investor relations.

Barlow previously was an investor relations consultant and contributor for thestreet.com.

Barlow has a bachelor's degree from St. Lawrence University and a master's degree in business from New York University.

Bswift, Chicago, a benefits administration software firm, has hired Don Garlitz to be executive director of its health exchange solutions division.

Garlitz previously was vice president and partner at FirstWest Benefit Solutions, Orem, Utah.

Garlitz has a bachelor's degree in molecular biology from Brigham Young University. He holds the Registered Health Underwriter professional designation.

Bswift provides the core technology for enrollment and administration for the Utah Health Exchange. It is working to sell its services to other state and private exchanges.

Advisen, New York, has hired Susanne Sclafane to be a senior editor.

Sclafane will report on commercial insurance news and lead Advisen's new e-journal series, Advisen Management Liability Journal, which is set to premiere in November.

Sclafane previously was the managing editor at National Underwriter P&C and PC360, Hoboken, N.J. She is also a trained actuary and has experience as an actuarial analyst and consultant.

The Heartland Institute, Washington, a group that promotes free-market solutions to social economic problems, has hired Ray Lehman to be deputy director for finance, insurance, and real estate.

Lehman will maintain the Out of the Storm News website.

Lehman previously was a senior industry editor at SNL Financial L.C., Charlottesville, Va. He also previously headed the Washington bureau of A.M. Best.
