Modern combat is frequently conducted using a multi-discipline application of force known as combined arms warfare. Infantry, armor, artillery, aviation and other resources are brought together to create what is hoped will be an overwhelming force. 
When a ground unit first comes in contact with an opposing force, its first action is frequently to contact the supporting artillery unit to provide suppressive fires. Once the description of the target and its location have been established, the battery will fire and the fire direction controller (FDC) will transmit, "Shot, over." This lets the ground unit know the guns have fired. The ground unit transmits, "Shot, out," to acknowledge receipt of the transmission.
Next the FDC transmits, "Splash, over," and waits for the ground unit to respond with, "Splash, out," when the rounds land on the target. Following that, the ground unit reports the damage inflicted and makes corrections if another salvo is required.
For more than two years now, liberal lawmakers have rammed through legislation that far overstepped where the majority of Americans wanted it to be. Thousand-page piles of proposed law were voted through Congress before anyone even knew the details of what they contained. No-one investigated who wrote the intricate and extensive policies for the administration on such short notice.
At public meeting after public meeting people showed up and expressed their displeasure at being railroaded. They grew upset when they were belittled and ignored by the legislators whose job it was to serve their constituents. Instead, the congress members marched to the beat of their own drum.
Once more the majority of the media joined in the one-sided presentation of the issues and became ninja warriors for the administration. They reveled in their partisan role and took vicarious pride at what they were helping advance. The fact that a very large segment of the population was opposed did not seem to concern or interest them.
And then the mid-term elections arrived! Nancy Pelosi and Harry Reid had been happily chirping that the more the public knew about the newly passed healthcare reform legislation, the more they would love it. (Nancy, Harry, I hate to break it to you, but "that dog won't hunt.")
