? Former Schwab Advisor Services executive David Welling has joined Black Diamond Performance Reporting as chief solutions officer and will oversee sales, marketing, product management and client solutions.

? William Warmington recently joined Raymond James as a senior analyst covering various segments of the business services sector and will be based in the Raymond James Boston office.

? The Securities and Exchange Commission announced the appointment of Thomas Sporkin, formerly deputy chief in the Office of Internet Enforcement, as the head of a newly created Office of Market Intelligence, which will be responsible for the collection, analysis, and monitoring of the hundreds of thousands of tips, complaints, and referrals that the SEC receives each year. The SEC also said that Daniel Gallagher, a deputy director of the Division of Trading and Markets, left the agency at the end of January to return to private practice.

? Moneta Group, the big RIA firm based in St. Louis, has added two A.G. Edwards veterans to its team: Patrick Howley joins the firm as a principal and family CFO. Betsy Dow joins Moneta as a professional consultant.

? Financial Research Corporation, the Boston-based asset management research and consulting firm, has named Larry Petrone as director of research and analysis and Stoddard Rowley as senior vice president, sales.

? Envestnet, the wealth management service provider, has appointed Karen Lanzetta, former director of the Office of the President at Merrill Lynch, as senior VP and director of market research.
