Baucus Goes Public

Sen. Max Baucus has posted a preliminary outline of his health reform proposal on the Senate Finance Committee website.

Baucus, D-Mont., the chairman of the committee, has been working with a small group of Democrats and Republicans for months on coming up with a compromise health reform proposal that might attract some Republican support.

National Underwriter and other publications obtained a draft of the outline earlier this week, and now a version of the outline is available here. Like the earlier draft, the posted version contains no long term care insurance program, proposes a ban on limited medical plans and benefits caps, and would permit health insurers to vary premiums by a ratio of up to 7.5 to 1.

The proposal would require insurers to sell coverage on a guaranteed issue basis without excluding coverage for preexisting conditions.
