A U.S. health insurer has announced moves to expand offerings at home and abroad.

Aetna Inc., Hartford, has won 1 of 2 contracts to manage primary health care practices for the government of Dubai.

The Dubai Health Authority is setting up a new primary health care practice system to help provide care for Dubai residents, Aetna says.

Aetna will start setting up its portion of the program in January 2009.

In the United States, Aetna is returning to the Delaware small group market for the first time since 2002 and updating its Medicare Advantage plan menu.

The 45 Delaware plans include indemnity, point-of-service, preferred provider organization and health maintenance organization options, and none of the plans charges members a co-payment for specified preventive services, Aetna says.

Aetna also has announced moves to introduce Medicare Advantage plans in Colorado, Florida and Texas, and expand the range of plan options in Pennsylvania.
