Personnel Changes: Missouri, Goldman Sachs, Others

The Missouri Department of Insurance says Fred Heese will take over as acting chief financial examiner for the state's insurance solvency and company regulation division.

Heese succeeds Kirk Schmidt, who is leaving to become chief financial officer of Cornerstone Management Partners Inc., Columbia, Mo., a credit union.

Heese previously oversaw financial examinations of insurance companies as audit manager.

Heese has a bachelor's degree in finance from Missouri State University and a master's degree in business from the University of Missouri-Kansas City.

Heese holds the Certified Public Accountant professional designation, and he sits on the board of governors for the Society of Financial Examiners, Altamonte Springs, Fla.

In other personnel news:

- The asset management arm of Goldman Sachs Group Inc., New York, has hired Eric Kirsch to be head of global insurance asset management.

Kirsch previously was the global head of insurance asset management at Deutsche Bank A.G., Frankfurt am Main, Germany.

Kirsch has a bachelor's degree from Baruch College and a master's degree from Pace University. He holds the Chartered Financial Analyst professional designation.

- Lincoln Financial Network, the retail distribution division of Lincoln National Corp., Philadelphia, has hired Tammy Robbins to be regional managing director for the West Coast territory.

Robbins will oversee recruitment of financial representatives in Alaska, Arizona, California, Hawaii, Idaho, Nevada, Oregon, Utah and Washington.

Robbins previously was vice president of branch development at United Planners' Financial Services of America, Scottsdale, Ariz.

- Penn Mutual Life Insurance Company, Horsham, Pa., has named Edward Clemons senior vice president and chief human resources officer.

Clemons previously was senior vice president of human resources at Janney Montgomery Scott L.L.C., a Penn Mutual regional securities broker-dealer affiliate.

Clemons has a bachelor's degree from West Point Military Academy and a master's degree in business from Temple University.

He retired from the military at the rank of lieutenant colonel after 22 years of service.

- Aetna Inc., Hartford, has promoted Mark Bertolini to be head of business operations.

Bertolini has been the company's executive vice president for regional businesses.

- Blue Shield of California, San Francisco, has hired Dr. Alan Sokolow, an internal medicine specialist, to succeed Dr. Eric Book as chief medical officer.

Sokolow previously was chief medical officer at Empire Blue Cross Blue Shield, which is now a unit of WellPoint Inc., Indianapolis.

Sokolow has a bachelor's degree from Pomona College and a medical degree from the University of California, Los Angeles.

- Blue Cross and Blue Shield of North Carolina, Chapel Hill, N.C., has named Dr. Don Bradley to be chief medical officer.

Bradley previously was the company's interim chief medical officer, and he helped develop North Carolina Blue's approach to covering treatment for obesity.

Bradley, a family medicine specialist, has a medical degree from the Medical College of Virginia. He was a full-time faculty member at Duke University, and he has worked in private practice in family medicine in South Boston, Va.
