Georgia insurance regulators say a health insurer in their state violated state laws by refusing to offer group health quotes to some small businesses.

Georgia regulators have imposed $600,000 in fines in connection with the allegations on Blue Cross and Blue Shield of Georgia, Atlanta, a unit of WellPoint Inc., Indianapolis.

In addition to refusing to offer some businesses quotes, the companies used some sales agents who were not properly appointed, Georgia officials say.

Georgia Blue waived the right to a hearing, and it has agreed to monitor and record future quote offers and make records about quotes available to regulators, officials say.
