States were starting to release partial insurance commissioner vote totals at 11 p.m. EST Tuesday.[@@]
- Delaware: With 390 or 435 districts reporting, Matthew Denn, a Democrat, had 53% of the votes counted and David Ennis, a Republican, had 47%.
Denn helped write a patients' bill of rights bill while serving as legal counsel to Gov. Ruth Ann Minner, a Democrat, from 2001 to 2003.
Ennis, a state representative, spent 14 years as chairman of the Delaware House Banking and Insurance Committee.

- North Carolina: Jim Long, the Democratic incumbent, had 55% of the votes counted, and C. Robert Brawley, a Republican, had 46%.
Long has served 5 terms as North Carolina's insurance commissioner.
Brawley served for 18 years in the North Carolina House and has had many years of experience as an insurance agent.
