The N.C. Blues, in Chapel Hill, N.C. says it increased its membership from 1.5 million in the third quarter of 2000 to 2.3 million in the third quarter of 2003. Its overall membership, including vision and dental plan members as well as 500,000 members that it serves on behalf of other Blue plans, has now topped 3 million.
