Missouri Lawmaker Sponsors Mandate Review Bill

NU Online News Service, Jan. 24, 3:45 p.m. – The Missouri House Financial Services Committee is considering a bill that would create a 12-member Mandated Health Benefits Review Commission.

The bill, H.B. 193, was introduced by Rep. Blaine Luetkemeyer, R-St. Elizabeth, Mo., chairman of the Financial Services Committee.

If the bill is enacted as written, the mandate review commission would be responsible for reviewing all health insurance coverage mandates required by Missouri law and any mandates proposed by lawmakers in the future, according to the bill text.

"No mandated health benefit shall be enacted into law prior to Jan. 1, 2006, and after such date, no proposed mandate shall be enacted into law unless" the review commission analyzes the likely costs and benefits of the mandate, according to the bill text.

The commission would have to recommend any changes that it felt were necessary in existing laws by January 2005.

The commission members would include the director of the insurance department; five other lawmakers and regulators; one individual representing employers with more than 100 workers; one individual representing employers with fewer than 100 workers; two employees who pay part of the cost of employer-sponsored health coverage; and two individuals who buy their own individual health insurance.
