NU Online News Service, Nov. 13, 9:04 a.m. – Congress will have trouble passing federal terrorism "backstop" legislation this term, according to press reports.
Efforts to protect insurers have bogged down in part because some Republicans want the legislation to include tougher limits on plaintiffs' ability to sue for punitive damages when acts of terrorism are involved, the reports say.
Congress is also having trouble passing a bankruptcy reform bill, because of continuing objections about a provision that would prevent anti-abortion protesters from using bankruptcy filings to get out of paying fines.
