Dave Jones Takes Over as California Commissioner

Dave Jones, a former member of the California General Assembly, has succeeded Steve Poizner as California insurance commissioner.

Jones says his top priorities will include Affordable Care Act implementation, and especially the fight for the authority to reject what he believes to be excessive health insurance premium increase requests.

Jones also wants to "level the playing field" when consumers and businesses deal with insurers, officials say.

Jones' first official act as commissioner was to sign a notice of emergency regulation.

The notice gives him the legal authority to enforce the new federal 80% medical loss ratio (MLR) requirement for the individual health insurance market in California, even if Congress prevents the U.S. Department of Health and Human Services from enforcing the requirement.
